These issues and fixes address incorrect 'unknown toolset' warnings, misleading 'did you mean' hints, and false 'no tools' warnings that config check produces when encountering dynamic plugin platform toolset names. The work corrects the CLI to properly recognize and accept plugin-platform-scoped toolset identifiers.
