- #128639: \[Bug\]: on Windows \`_file_version\` returns None about a third of the time, so read dedup and the write baseline flake

A bug where \`_file_version\` unreliably returns None on Windows due to ctime divergence between \`fstat\` and \`stat\` calls, causing flaky read dedup and write baseline behavior. Fixes standardize snapshot collection to use \`os.stat\` on both sides.
