The members concern a plugin evicted because of a dependency problem that appears in both plugins.enabled and plugins.disabled, with no apparent way back in once the dependency is fixed. One bug report and two pull requests propose removing it from plugins.enabled on eviction, and one also proposes telling the operator how to re-enable it.
